Human Rights MonitoringMost countries today fulfill the requirements set by the international community for organising "free and fair" elections. However, there is still much left to be desired in terms of the human rights records. The field of Human rights monitoring is increasingly becoming more important. In this course the student will acquire both theoretical knowledge about human rights and practical know how on monitoring methodology. The lecturers on this course have both theoretical expertise and field experience from monitoring missions. Prominent guest lecturers are also invited. The course has been developed in co-operation with several Norwegian capacities within the field, first and foremost the Rafto House.
The next course is starting in September 2006
Description The course will be split between three different topics that concern Human Rights Monitoring.
The first seminar will give an introduction to human rights. The lectures will focus on types of human rights, how they are created and by whom in the international society. We will look at different types of structures, both NGOs and IGOs and try to explain their role in the international process from creation to implementation in global society and the problems they face. We will also look at how states behave in this process. The second topic of the seminar will be observation methodology. The second seminar will focus on human rights within a state context. We will look at how respect for human rights can be implemented in state structures. We will also look at how human rights violations can be dealt with within the state. The second focus of this seminar will be observation methodology such as information gathering and analysis. The third seminar will deal with human rights and conflict resolution. We will now focus on which instruments the international society can use to enforce human rights and humanitarian law like sanctions, interventions and tribunals. The second topic will be observation methodology and contextual monitoring.
As for the course 2006, the dates for the seminars are: 1. seminar: 29th of September - 1st of October 2. seminar: 20th - 22 of October 3. seminar: 17th - 19 of November
